Perth & Kinross Council’s twinning with Pskov dates back to 1990 when former Provost Alex Murray signed a twinning agreement in Pskov on behalf of Perth & Kinross District Council. Pskov, which is situated approximately half way between St Petersburg and Riga, has a comparable historical, cultural and economic background to Perth. Various educational and cultural links have taken place since the birth of the twinning. There have been particularly close links with Perth Theatre as well as Perth College in the fields of education and training especially hospitality and tourism. Choirs, basketball teams, artists, theatre groups and agricultural college and museum staff – and many more – have all enjoyed the link which is supported by both City Councils and is seen as particularly important in terms of international goodwill, cultural exchanges and the support for emerging economies. The link has been promoted through an active group of volunteers who organised a Friends of Pskov Twinning Association at the start of the exchange and look forward to celebrating the 25th anniversary of the link in 2015!
